DSPCA ISSUES ADVISORY FOR COMMUNITY ANIMAL PROTECTION

The District Society for Prevention of Cruelty to Animals (DSPCA) (North Goa) has urged people to create a compassionate society where animals are treated with kindness and respect.
DSPCA is a statutory body under the Prevention of Cruelty to Animals Act. DSPCA is empowered to intervene in all cases of animal and harassment of caregivers. As per Article 51A(g) of the Indian Constitution and The Animal Birth Control (ABC) Rules, 2023, all residents, builders, societies associations, panchayats, and municipalities must care for the community animals
DSPCA has informed that an act of compassion is also a legally protected activity. Feeding community animals is crucial as it helps make them human friendly. The law protects caregivers from harassment and Intimidation. No feeder can be held responsible for the actions of community animals as they are not owned pets.
Standard Operating Procedure must be followed for dealing with the complaints of Dog Bites cases in a humane manner. Hurting, maiming, killing, or poisoning community animals is a punishable offense under BNS Section 325, with imprisonment that may extend up to 5 years, or with fine, or both.
