DM Issues Directions to Cyber Café Owners

The District Magistrate, North in exercise of the power conferred by section 144 of the Code of Criminal Procedure 1973 has directed that the owners or operator of the Cyber Café in North Goa to prohibit the use of cyber café by unknown person or whose identity has not been established by the owner of the café before allowing him to use the Cyber café.

Similarly he/she should maintain a register for identity of the visitor user. Further he/she should get an entry in the handwriting of the visitor/user mentioning time, name, residential address, telephone number and identity proof. The visitor/user should also sign the register kept for this purpose. The identity of the visitor/user should be established only through any of the Government Identity Card only, like voter card, driving licence, smart card, passport, Aadhar card etc. Activities server log should preserved in the main server and its record should be  preserved for atleast six  months. If any activity of the visitor is of suspicious nature, the owner of the Cyber Café should immediately inform the nearest Police Station and the Police Control Room (P.C.R.) or No.100. Record should be maintained about the specific computer used by each visitor/user and CCTV camera should be installed by the owner at the entry point of each cyber café to cover every person entering the Cyber Café.

This order will be effective for a period of 60 days that is upto April 10, 2020  unless withdrawn earlier. Any person contravening this order will be punishable under Section 188 of the Indian Penal Code.
