OFFICIALS HOLD REVIEW MEET FOR THE IMPLEMENTATION OF “MHAJE GHAR” YOJANA

A meeting of field officials of the Revenue Department including Mamlatdars, Joint Mamlatdars, Circle Inspectors and Talathis was convened today by Shri Shubham Mohan Naik, Deputy Collector and Sub-Divisional Magistrate, Ponda, to review the implementation of the recently notified amendments to the Goa Land Revenue Code (GLRC) 1968, the Legislative Diploma No. 2070 (Code of Communidade), and the Goa Regularisation of Unauthorised Construction Act, 2016, forming part of the Government’s flagship “Mhaje Ghar” initiative.
During the meeting, the Deputy Collector emphasised the beneficial intent of the legislative reforms aimed at granting secure housing rights to landless Goan families who have constructed dwelling houses before 28th February 2014. He directed all officers to ensure time-bound disposal of applications within six months, as mandated under the revised framework.
Officials were briefed on the newly inserted Section 38A of the GLRC and Article 372-B under the Code of Communidade, which enable regularisation of unauthorised houses built on Government and Comunidade lands respectively.
The meeting also discussed the integration of 20-Point Programme plots under the same framework, thereby bringing all landless household categories under a single, uniform policy umbrella. Field staff were instructed to follow the Standard Operating Procedure (SOP) strictly, including the prescribed inspection, verification, and reporting formats.
The meeting underscored the importance of transparency, citizen facilitation and inter-departmental coordination, with directions to publish application and disposal data monthly. It is to be noted that no demolition action shall be taken against any pre-2014 dwelling during the six-month grace period or while an application is pending decision.
The Deputy Collector concluded by reaffirming that the “Mhaje Ghar” reforms are a transformative measure for housing justice, blending compassion with accountability, and called upon all officers to ensure prompt and transparent delivery of this policy at the grassroots level.
