Minister for Urban Development Shri Milind Naik, administered the oaths of office and secrecy on October 22, 2019 to Shri S. Kumaraswamy, IAS (Retired), who has been appointed as the Chairperson of the Goa Real Estate Regulatory Authority (GRERA).


The Centre has enacted the Real Estate (Regulation and Development) Act 2016 and all the sections of the Act came into force with effect from March 25, 2016 in Goa. Its an  Act to establish the Real Estate Regulatory Authority for regulation and promotion of the real estate sector and to ensure sale of plot, apartment or building, as the case may be, or sale of real estate project, in an efficient and transparent manner, This act emphasizes to protect the interest of consumers in the real estate sector and to establish an adjudicating mechanism for speedy dispute redressal.


Shri Milind Naik expressed his satisfaction upon appointment of competent person as a Chairperson, Shri S. Kumaraswamy, IAS of AGMUT cadre who served 27 years at various capacities under the Government of Mizoram, Goa,  Pondicherry, National Capital Territory of Delhi as well as Government of India. During his tenure with Goa Government he was Secretary of departments of Labour, Power, Finance, Revenue, Housing, IT, GAD, Protocol. The Chairperson shall have powers of general superintendence and directions in the conduct of the affairs of Authority and he is expected to preside over the meetings of the Authority, exercise and discharge such administrative powers and functions of the Authority as may be prescribed in the said Act.


Later,  Shri R. Kumaraswamy administered the oaths of office and secrecy on same day to Shri J. B. Singh, IAS (Retired) , who has been appointed as the Member of the Goa Real Estate Regulatory Authority.


While speaking to press, Shri Milind Naik said that the experience of Shri J. B Singh who joined Goa Civil Service on the recommendation of UPSC and worked at various positions before getting elevated to IAS in the year 2007, will abundantly help Authority to function smoothly. Shri J. B Singh, IAS (Retired) worked as a Collector of South Goa, Commissioner of Excise, MD KTC, MD IDC, Director of Mines, He also worked in various capacities  under the Union Territory Daman, Diu, Andaman Nicobar Island and National Capital Territory of Delhi.


Soon they will take charge of office and start working from The Goa Real Estate Regulatory Authority SPACES,  Plot No. 40,  Block No. 101, 1st Floor, EDC, Patto Plaza, Panaji - Goa
