Chief Minister Dr Pramod Sawant laid the foundation stone for the new building of the Goa Institute for Public Administration and Rural Development (GIPARD) at Ella, Old Goa today


The new campus of the institute is spread in an area of 3000sq mtrs appx. and houses classrooms, seminar halls, an auditorium, library, gymnasium, dining area, an Admin & execution block. 


The new structure will be based on the ‘Green Building’ concept having rain water harvesting capacity and solar energy consumption. 


MLA Cumbarjua Shri. Pandurang Madakaikar, ZP member Shri. Siddhesh Shripad Naik, Sarpanch of Se Old Goa Smt. Jenita Madakaikar, Chief Secretary and Chairman of GIPARD Shri. Parimal Rai, IAS, Director General, Shri. P. Mathew Samuels, IAS were present on the occasion. 


Speaking on the occasion the Chief Minister informed that the new building will be equipped with best training amenities and collateral environment. “It’s location in the premises of Ella farm is a boost to make it an eco friendly construction,” Dr. Sawant said. 


“A good administration needs well trained personnel & GIPARD has been doing the Noble job of training Goa’s Government workforce since last many years. Understanding the current need of technical advances, such trainings should be a continuous process. Emphasis should be laid on knowledge upgradation and day to day updates. Such training is a key to good Governance,” the Chief Minister added. 


 Dr Sawant also congratulated the GIPARD staff for their excellent service and dedication. 


Shri. Rai opined that human capital is a very important factor in Administration. Good infrastructure and capacity building programs will ensure an all round development of a trainee. GIPARD must take an initiative to tie- up with good institutes in and outside Goa to be one of best places in Administration.


Shri. Madakaikar also spoke on the occasion. A video made by Smt Sarita Patil, trainer on rural women development was also released on the occasion. 


Earlier, Shri. Samuels welcomed the gathering. Shri Pradip Naik compered the function while Shri. Micheal Dsouza proposed the vote of thanks.
