Marching ahead towards Swayampurna Goa

          Aiming to achieve the decisive goal of making Goa Self reliant in all sectors of human endeavour under Atmanirbhar Bharat and Swayampurna Goa Mission the State Government headed by Chief Minister, Dr. Pramod Sawant has intensified its efforts and geared up machinery to yield desired results. The exercise in this direction began with imparting orientation training to the Secretaries to the Government, HOD’s and other senior officials of Government Departments. This three days training programme was conducted by Directorate of Planning, Statistics and Evaluation in last month.

 

          The training programme was aimed at sensitizing the participants on topics related to Swayampurna Goa, Sustainable Development Goals, Atmanirbhar Bharat, Finance Management, Accounting System, Centrally Sponsored Schemes and Vision Document of the Departments. Apart from enlightening these participants by the Resource Persons, they were also guided by the Chief Minister who impressed upon them for collective efforts, on proper inter-departmental co-ordination, work with renewed zeal and vigor, set the target for immediate achievements coupled with short term and long term targets and plan accordingly with the objective to reach out to the common people at grass root level and make them aware of welfare schemes implemented by the Government for ameliorating their plight and uplift living conditions. He exhorted them to become proactive and prepare the vision document of their respective departments and ensure that the same is implemented in right perspective to achieve self sufficiency and sustainable development. 

          It may be recalled that ever since the launch of Atmanibhar Bharat Programme, a initiative of the Union Government, Goa the tiny state of the country immediately initiated efforts and joined the rest of the country in fulfilling the dream cherished by Prime Minister, Shri Narendra Modi. In Goa, in a bid to make Goa Swayampurna, the State Government has appointed 191 Government Officers as Swayampura Mitra for as many Village Panchayats and 12 Nodal Officers at taluka level, under Swayampurna Goa Mission. These Swayampurna Mitra have already started paying visits to the Village Panchayats amid Covid-19 Pandemic to co-ordinate with the Sarpanchas, Panchayat members and Village Panchayat Secretaries to see that the benefits of welfare schemes implemented by the State and Centrally sponsored schemes are reaped by the needy and deserving people and ensure its effective implementation. These officers in adherence to their role and responsibilities guide the representatives of the local self Government bodies in achieving sustainable development of the areas coming within the Jurisdiction of Panchayat ward they represent.

          In pursuance to the call given by Prime Minister for Atmanirbhar Bharat series of meetings are also being held in the State wherein the Chief Minister guide the officers appointed as Swayampurna Parishak to monitor the work in co-ordination with the Swayampurna Mitras nominated in every Village Panchayat to accompolish the objective of Atmanabhir Bharat and Swayampurna Goa in all sphere of life.

          The endeavour of this Government is to transform Goa into a ideal State and in this context in the recent past the Government had embarked upon a mission on the theme vision 2020-2025 to initiate efforts to revamp the State Administration and make it more responsive to the people’s  needs  and  deliver better, effective and transparent governance to the people. The exercise was intended to impress upon the Government Officers to prepare plan of action of their respective departments and strive to ensure its effective implementation in next five years.

 

          The idea conceived by the Government in appointing Swayampurna Mitra is infact  a decisive step. Greater onus now lies on Swayampurna Mitra to shoulder the responsibilities and put in ceaseless, dedicated and determined efforts to achieve the goal set for Swayampuna Goa.
